How James Madison can help Ethiopia reform

After the unexpected resignation of Ethiopia’s PM Hailemariam Desalegn in February 2018, many people have chimed in with all kinds of ideas about what the country needs to do now to reform. I probably don’t have much to add, being an observer from afar. So, with that, let me go ahead and offer my opinion anyway.
